Manage queue failover

HI,

 

I have a call center with four agents. When a call rings into their queue it's set to Ring All. The problem is if the agents are all busy and or in DnD it still waits for the timeout before failover to the next destination. Is there a better way to have it so that if no agents are available it fails over right away. logging into or out of the queue makes no difference.
