When Linkus receives a PBX 180 ringing, the ringback tone is not the local Ring Back tone, and Linkus should generate different tones according to different scenarios.
Receiving 180 ringing generates Ring back tone
Receiving 486 generates a busy tone
Receiving 503 generates congestion tone
etc.
