Blocking incoming calls from prefix on Yeastar TG1600

Hello

I have a Yeastar TG1600 GSM. 
But I have a problem with incoming calls from the prefix 083....... and 097....... 
which rings once then it cuts out.
it rings after 3 seconds and it cuts out
The two numbers represent two different operators. Can you help me...
