S100 queue leave when all agents busy


I have a scenario where if all agents of the queue are busy, the call needs to go to the failover destination immediately. I have the "Leave when empty" option set and dynamic agents. When a logged in agent (only one) is busy (tested with both internal calls and queue), the queue call goes to failover only after the timeout. 

Do you have any tips on how to approach this?
