We use custom configs to point to an internal file server but this is not always possible for customer sites.

I agree with this.
In the meantime, see if your phones will allow download of those items via tftp instead of http. I think many/most Yealinks support downloading ringtones, etc. via tftp:// URL but I'm not sure about other manufacturers.
The Yeastar Auto-Provision app allows you to upload files to be served via tftp (not sure if there's any restriction on file types, etc.).
But yes, having the ability to store some small files on the http server on the S-series would be very helpful.
