I would add other function.
I've user where i set NO ANSWER for example QUEUES.
But if the extension is not register the call go to queues until for example mobile destination
Perhaps I misunderstood, but it is not possible nor should it be to forward from a dummy or unregistered extension that is a Q agent. First, the Q will never attempt to send the call to the extension as the system will never see it being active/registered and therefore the associated agent is not available.
An (agent) phone could become unregistered at anytime for a number of reasons that are unintended and if this were to be the case, then calls may be forwarded to undesired destinations by accident.
Qs are designed to manage calls based upon the available resources at the time when calls come in. Calls into a Q do not react to the settings of the extensions with regards to forwarding as this may result in call hijacking as the extension owner, who are also agents, may have forwards in place for other reasons.
To do as you wish, you would enable the Q failover destination such that if no agents can get to the call in time, the call is sent to another destination and handled from there. There is a limitation to the extent that the destination is to a single extension if not as ring group or Q, but then the forward rule would work.

I hope Yeastar could do it in near future.
Asterisk does have a call forward unreachable. However, it will still not work if the call is a queue call. The premise is based upon the uncertainly of reliable remote phones and softphones and that a need may exist for a call to something other than VM (typical).
I do not recall in which version it was added, so am uncertain if a function within V13, which is what is currently running in the S & P PBX.
