a customer of ours had the request if his S50 reached a certain amount of concurrent calls his client would hear a custom prompt saying that everyone is calling and asking to call back later, i would like the feature in the S-series PBX when a certain amount of concurrent calls is reached there are options to redirect the other calls coming in.

Graham Hill This is a difficult one because if you can't get a call into the PBX due to the PBX not having enough lines ... How will it respond to a caller to tell them it doesn't have a line!
The best thing is to make sure that the 'Event Settings' have the 'Concurrent Calls Overload' switches enabled so that you/your customer is advised when the PBX is using all its trunk ports. If that is occurring regularly, then it should be taken as a sign to increase the number of trunk ports on the PBX.
Also due to the fact that all the trunk ports are in use, it is not possible to 'redirect' the call using the PBX. This is something that your carrier partner may be able to do at their media switch? It would rely on the carrier's SIP media switch not being able to put the call through to your IP-PBX, and diverting the call to an alternate instead. I have worked with some VoIP carriers who are able to do this (e.g. divert to mobile in the case of a DSL fail).
