Anyone recommend a good phone to gut down on white noise/static.

current phones Yealinks t42's and t23's
have one user constantly complains about static(white noise)
current incoming phones (pots) AT&T
I have change RX volume to 60% and TX to 80%(under trunks)
Any other settings or change i can make to cut down on background noise or increase signal to noise ratio

Basically you can decrease the the TX to 20% or lower to a proper value; raise RX to 80%.

There is a difference between white noise and static. White noise is generally where the random signals is equally distributed across a frequency band. Static is where there is a disruption to the white noise such that it stands out audibly over the noise or other audible frequencies. These are analog anomalies and unlikely to be produced by the Yealinks. However, it could be that the phone characteristics make the issues more noticeable to some.
Increasing gain does nothing to solve either issue as when you increase it, you are increasing the amplitude of both the white noise as well as any static. Noise is introduced by virtually any and all electronic devices handling the signal, but usually and hopefully such that the addition is not detectable and very small if measured,. So, the S50 analog (FXO) port is adding a small amount as are the phones, but again it should be very small,.
Impedance matching will not eliminate noise or static, but it might make it seem that way to some. Impedance matching is about energy being inserted into the POTS line and its ability to accommodate same (return loss), If there is too much energy, there is a high probability that some of the excess will be reflected back into the phone system with the result being echo. Nevertheless, the instructions that Riddhe provided should be followed as it may also reduce "whistling". Whistling is sometimes said to be a wind like noise that may change in intensity somewhat (little) but as a subtle background noise that can be heard and I suppose to some....annoying.
Hopefully, the matching process will help.
You may want to get an analog phone and see if you hear anything at the FXO port and again at the NID where the POTS enters the premise. If there is hum on the line this too may be a cause. YOu need to see if all lines are used by the one person complaining, all calls or only some of either and then track it down.
