there is an issue with LAN IP. As it works fine but some sudden it gets down. and ping show Destination host Uunreachable. in this situation i need to restart my PBX. then again it works fine.

You have indicated a LAN IP conflict. Does this mean that there is another device on the LAN that has the same IP address as the PBX?
How is the PBX IP set, static, reserved or just DHCP?
If you wait for 3-5 minutes or more time. Would it get back to normal state?
some time it et back .. but most of the time it dosn't . then i have to restart it through On/Off Button
When this situation happen again, try unplug the network cable of S PBX and ping the IP address to check whether it is IP confict. If it is not IP confilct, then try check if it is network issue by connect PBX to your PC directly and see if it is the same situation.
i am using a different IP scheme for VOIP as wel as for my other network. i am unable to find specific machine or some device because of which it get down in my network ... VLAN can help is this regard ???
You need to tell us how the network is configured, so we can understand what it should and should not do. You indicated an IP conflict which typically means that there is more than one device on the LAN with the same IP. This is what I was seeking clarification about and what Oscar was trying to get you test for.
You are pinging from a device, which illustrates the issue, so we see and understand that aspect, but how to fix is dependent on you describing the setup of your network and how connected to the PBX, what mode the PBX is in and any other info related to the connections within.
To discuss a VLAN at this point is too early. How many phones are there? What is the connection type for the telephone service - SIP, analog, other?

I am using these IP Phones in my network: FanvilC58, Cisco 508g, Cisco 504g, Grand stream GXP 1625 and also SPA 112 Cisco adopters for analog phones. All these devices are working on "Static IP", with the same class as LAN of PBX holds.
Switch used for all IP and Analog phones at any stage are Non-Manageable. Some of my Phones are connected through VPN at my other side, having same IP Range.

And therein lies a potential problem, you should not have a site to site VPN established where both side are using the same LAN subnet. You can do this in some cases provided that the router handling the VPN can accommodate psuedo or virtual IP mapping.
Keep in mind that when using a VPN, you have made the two LANs appear as though local to the other side. When you ping, you are sending the request to both sides. If there is another device with the same IP it will cause issues. A VLAN would do nothing to solve this.
You need to change the subnet on one side or the other first. Just because you may have set static IPs does not mean that the router on each side knows this for the other side's devices. If a DHCP server is offering IP addresses, I suppose it possible that it could issue out the IP if the IP is in the pool.
