Queue - Round Robin and starts at the extension with fewest calls

Maybe here is someone who can help me to archieve my problem.

We need a queue that starts with the extension with the fewest calls. After about 15 seconds the calls switches to the next extension. We don't care about which is the next one. Of course one of the agents that is logged into the queue. 

Any ideas? I appreciate your help.

  Not sure I understand as when you create a Q, you can specify the ring strategy of fewest calls and then specify the seconds it will ring that extension (10.20,30,etc.) before moving to the next agent.
