I have a couple of clients would like to be able to set half day holiday for their phone systems instead of whole day. For example, Christmas Eve or New Year's Eve or any special event that they have scheduled for few hours off.

Oscar Colka Ricky, I agree it is good to be able to setup half day holiday for a phone system.
For the current stage, I think we can suggest customer to switch the off time manually. See below screenshot:
If customer dial *801, the inbound destination can switch to voicemail. When customer back to work, they can dial *800 to turn off the manully destination switch. Sounds good?
