Outbound call issue with TA410

Hello,
I Have Connect Elastix to TA410 FXO Gateway For the Inbound calls it working fine.but Outbound calls not working for all phones and all outbound numbers, getting an error message that “All Circuits Are Busy Now, Please Try Your Call Again Later”.

  How did you connect TA410 with elastix?
