Even with ring simultaneously turned on, an outside number will not ring when you need to record a prompt. Not all customers have an a microphone on thier PC to be able to record a prompt. If the SPBX could also call an outside number for the recording of a prompt this would solve many issues for both remote workers and administrators that need to record prompts. Seems like a simple thing to do if you can already make an incoming call to a user ring an outside number.
