There are inbound rules (call control) that examine the format of the incoming DID (when using SIP) and then if a match is found, the call will be routed to the desired destination which may be any number of different settings.
From your description it sounds as though the call is reaching the DISA destination. DISA is when a call comes into the system, it will then present a dial tone so that the caller can call back out from the system. This is oftentimes used by employees so that instead of calling clients or others when using their cell phones or other and having the person on the other end seeing their personal number, then can call into the DISA and then place the call so that the person on the other end will see the company CID. (DISA = direct inward system access)
It sounds like you need to take a look at the inbound rules.

As you are not using SIP, there is no DID format to set-up. You have a copper connection which will ring whenever a call is present on that line. So assuming that you have set up the trunks, you create an Inbound rule, give it what ever name you desire to help you identify what it is (perhaps the phone number on the trunk) and then select from the available trunks which FXO trunk it is. You then select the destination where calls will go when the FXO trunk receives a call.
If you want all phones to ring on an inbound call, then you first need to set-up a ring group or call queue and select the desired extensions that will comprise same. This (ring group or queue extension) will be the desitnation you setup in the inbound route (above).
Roll-over is not done by the PBX, but rather at the provider as they are the ones who have to detect if the trunk is busy and if so, where to direct the call. As a PSTN line can only have one call at a time, there is no way for the PBX, if already busy, to exert control on a call that it is not yet at the PBX.
There is also a setting for fax detection on the inbound routes, so I suspect you would have another route for the 2nd FXO trunk and this setting enabled. I have not used this function in the S PBX, but if like other PBXs with similar functionality, it requires the system to answer the call first as might be the case when using an IVR, queue or other. This is so the system can detect the fax tone and route the call to the fax destination according rather than letting someone answer the call and then the system taking control which causes the call to be disconnected from the person who took the time to answer.
Problem FIXED!! (Inbound call always answer by system: "What is number you want to dial" )
after reset back to Factory setting and reconfigure the S20 PBX it finally it worked.
