Dialtone Delay On Dial 9 First

I am getting this complaint from a user. I have Dial 9 to seize a line enabled.

"It seems like when I pick up and dial and 9 and wait for 10 seconds I hear another tone.  If I then finish dialing my call they all go through perfectly.

 If I dial 9 and the number immediately I always have a problem."

so is there a delay before another dialtone on the pots. Is this flash hook issue?

  Stephen, do you use PSTN trunk? I guess yes, if so, can you share your outbound settings?

  By the way, is there any extensions number start with 9?

   

  See below for the outbound i tried which works perfect without problem, i can dial 9 and hear the dial tone as soon as i finish send the number 9
