FXO Trunk - IVR not playing for second inbound call if line is busy

I have a IVR setup on a FXO Trunk.

The IVR message is not playing for callers if the line is being used. 

That is if the trunk line is being used on a call the second inbound caller will just hear a ringtrtone for 5-6 times and then it will hang up.

Shouldn't the IVR play for all incoming calls on the trunk?
