Busy Line Prompt is not working

I have our S100 setup to play the Busy Line Prompt when the trunk is being used on a call.

PBX --> Voice Prompts --> Prompt Preference --> Busy Line Prompt

However the prompt is not played when the line is busy. The caller instead hears the line ringing 6 times then the line hangs up.

Has anyone had a similar issue? Or know what settings to look for to troubleshoot.

Any guidance would be appreciated.
