[Central Management] Limit colleagues to only see PBXs in certain groups

Due to customer segmentation requirements, it would be a great feature if we could create colleague accounts that can only access PBXs and devices that are in groups the colleague is assigned to.

In some cases, we deal with multiple customers in similar industries and our agreements with these customers mean that employees who work on one customer's services, aren't allowed to work on / have access to a competing customer's service.
