When i try make a call +244942951578 give me error.
In software 3cx it automatically removes + and puts 00

As a guess, can you not make an outbound rule that strips that which is not needed and inserts that which is?
I don't really have a way to test this as my provider is not sending the + (e164) so a redial is not possible and I have no way to create same using a phone. I do not know if the S PBX will pre-process this string as being invalid (+ not being a digit) before submitting to the rule.
I have not tried this myself and you are correct that 3CX does allow for manipulation.
