no time setting for Holiday

it is not possible to set start time/ end time when you add a Holiday to Time Conditions.

  They design if setup a holiday, then it should be whole day, I think this is reasonable in most cases.

  Is it fine to select normal time condition but not holiday if you need to set start time / end time?

  Holiday setting needs a Start Date & Time  and an End Date & Time.
